Water and Inequality

The UN estimates that on average a human needs a minimum of 30 litres a day, 5 for drinking and 25 for sanitation purposes. So why is it that in places of poverty, people have an access to only 10 litres or less, like in Africa and South America people on average have access to 3-5 litres of water. Where as in richer countries like in Europe people use up to 150 litres. How do we manage to use this amount.
